New customer creation

Create a new tenant.
The purchased numbers must be entered in the shared file in IT Billing for technical supplier costs.
The customer's name must be added to the Traffico Telefonico file.
The purchased numbers must be entered in the CDRs numbers file.
Create the Customer object in the customers array in the cdrs.py file.
Create the Result object in the results array in the monthlyResults.py file.
The customer's name must be added in the customers array to the Recharges file.
The customer's name must be added to the Voice balance dashboard on Grafana.
An Alert rule on Grafana must be created for the new customer.
The customer's name must be added to the Monitor database in “customers” and “recharges” in the “Monitoring” machine .
